What is PPWR? 

The Packaging and Packaging Waste Regulation (PPWR) is the EU's new rulebook for making packaging more sustainable.

 

The regulation sets out tougher targets for recyclability, recycled content, reuse and waste reduction with binding laws, making PPWR stricter compared to previous EU packaging regulations. PPWR will include fees for businesses that put packaging on EU market, with few exceptions. 

 

If you're a UK business importing packaged goods into any EU member state, no matter your business size, you may have obligations to fulfil. You can be a manufacturer, distributor, retailer or brand and still be in scope of PPWR. PPWR can apply at the same time as UK-based regulations, like EPR and the Plastic Packaging Tax.

Is your business liable to PPWR?

Packaging and Packaging Waste Regulation (PPWR) is designed to reduce packaging waste, support a circular economy and ensure safer packaging for people and the environment.

From 12th August 2026, the EU Packaging and Packaging Waste Regulation begins to apply across the EU.

While many requirements will be introduced over the coming years, several important obligations apply from day one.
